To use Advanced Download Protection or SONAR, you must install IPS?

in the following article :

it states "To use Advanced Download Protection or SONAR, you must install IPS"

is this correct for version 12.1.4?

(when creating feature set with SONAR , intrusion protection is not checked as "required component")
