Block upload of a particular file to a specific web server

Hi,

I need to block via browser and via client the upload of a file stored in a specifid path (for example c:\test\prova.doc) to some web server like dropbox, skydrive, gmail, etc. Is possible to implement a SEP policy for this issue?  For example, is possible do it blocking some dlls?
