Unable to connect to SEPM after reinstallation

Hi,

I reinstalled SEMP 11 and now it is not opening. I get error: "Failed to connect to server. Make sure that the server is running and your session has not timed out."

I checked IIS restrictions and check anonymous logon. Everything seems fine.

What could be wrong?
