Migration SEP 12 to RU4 client packages not upgraded, language issue?

hello, 

i've a very similar problem, as stated here (but still a little bit different and it look like no one found a soulution here)

i've update sepm today to 12.1.4013.4013 and i am trying to test the sep client update now... i've added the package to the client update tab...

if i check the client properties now, i can see:

"Der Client hat entschieden, das Upgrade-Paket abzulehnen"

and

"Client has ignored upgrade package, version 12.1.4013.4013."

but i guess the reason could be, that on this particular client an english sep client is installed and i try to update with a german one...

after updating via pushDeploymentWizard the client gets updated....

but i've now another issue, that german sep clients also not getting updated!!

i cann see the client has accepted the package but on the client nothing happens!

any ideas what the problem could be?!
