"the wizard was interrupted before symantec endpoint protection..."

I am trying to install SEP64 11.0 on a brand new Windows 7 computer and it gets to the end then rolls back everything and returns the error "the wizard was interrupted before symantec endpoint protection could be completely installed"

I've tried disabling Windows Defender, Disabling UAC. Didn't change anything.

Any help is appreciated.
