Client and computer mode in SEP

I need to know if SEP will allow me to have all of our SEP clients set to computer mode and user mode at the same time. Here is why I'm asking:

We have 5 computers that are currrently able to use usb devices, such as cameras and sd readers. The rest of the computers in our company are blocked from loading these devices. We need to keep it this way but also have a way to block users, that are not assigned to those 5 computers, from using the devices on those computers.
