APP-V 4.6 won't work when ugrading SEP 11 to 12.1.4.

Due to SEP 11 becoming end of support we have upgraded servers to 12.1.4.

Once we install 12.1.4 App-V will not work, it seems like it wont let the service start.

We have checked the exception policy and it doesnt seem to be linked to that. 

i've noticed this issue on previous versions but not with 12.1.4.

Has anyone seen this and are their any solutions that will get App-V working?
