GUP not working

I just added another GUP for my last subnet. The client knows it is there but I get this error from the client system logs.

Downloaded new content update from Group Update Provider failed.

Remote file path: http://10.216.4.29:2967/content/{810D5A61-809F-49c2-BD75-177F0647D2BA}/130507009/Full.zip

When I go to the other 4 GUPs in their properties it is TRUE where it says GUP but on this 10.216.4.29 its properties say FALSE under GUP provider. Besides setting this up in the liveupdate settings in SEPM is there anything else I have to do to indicate that this 10.216.4.29 address is a GUP?
