Endpoint System Lockdown

I am looking to install endpoint protection with system lockdown in a closed environment.  I need for both anti-virus and system lockdown to work without persistent connection to a management server.  Will the client for system lockdown hold the application whitelisting policies without consistent communicaiton to the SEP server?
